Selangor sets aside RM20m to clear legacy strata ownership issues

The Selangor government has allocated up to RM20 million over 2025 and 2026 to resolve longstanding strata ownership issues, which the menteri besar linked to developers' failures. A separate RM5.68 million has been set aside for three strata community empowerment initiatives in 2026.

PETALING JAYA (Sept 17): The Selangor government has allocated up to RM20 million over 2025 and 2026 to resolve longstanding strata ownership issues, some of which Menteri Besar Datuk Seri Amirudin Shari linked to developers' failure to fulfil their responsibilities.

Amirudin said resolving the issues involved more than obtaining building plan approvals and dealing with local authorities, land offices and land-tax payments. Authorities must also collect, verify and update information on individual property owners, he said.

A single strata development could contain more than 200 units, and in some cases thousands, making the collection and processing of owners' information time-consuming, Amirudin said at the presentation ceremony for the 2026 Selangor Strata Community Empowerment Initiatives on Thursday (Sept 17).

“We require a more comprehensive process because several steps that were overlooked in the past need to be addressed,” he said.

According to state news portal Media Selangor, Amirudin said some of the issues involved developers that had ceased operations or neglected their obligations. He also attributed part of the problem to weaknesses under the previous state administration, which he said had given certain developers room to neglect their responsibilities.

Amirudin called for cooperation among the state government, relevant agencies, developers and strata communities to expedite the resolution process.

Selangor Housing and Culture Committee chairman Datuk Borhan Aman Shah said the state government, through the Selangor Housing and Property Board, had separately allocated RM5.68 million for three strata community empowerment initiatives in 2026. Of the amount, RM5.16 million has been allocated under the Ceria Scheme for repair works at 12 strata housing schemes. Another RM184,000 will be channelled through the Apartment Revitalisation and Selangor Community Strengthening Programme, or SPARK, to 23 apartment complexes, equivalent to RM8,000 per complex. The remaining RM340,000 has been allocated for the C-SMART 2.0 Programme involving 12 local authorities in Selangor.
