KUALA LUMPUR (Nov 2): Kuala Lumpur City Hall (DBKL) has approved only 4,218 units of affordable homes in Bandar Madani Bukit Jalil for now, with approvals for the remaining units subject to the completion of supporting infrastructure in the township, Parliament was told.
Minister in the Prime Minister’s Department (Federal Territories) Hannah Yeoh said this in response to concerns over approvals being issued while a planning study remains underway. Seputeh MP Teresa Kok has repeatedly questioned the need for the development amid issues of traffic congestion and a lack of proper planning studies within the township.
“So far, the development order issued is for only 4,218 units. The mayor is monitoring this to ensure that infrastructure supporting the development is implemented first before more planning approvals are given for subsequent phases,” Yeoh said when winding up the debate on Budget 2027 at the committee stage on Monday.
Yeoh said DBKL had appointed a consultant to prepare a Bukit Jalil micro-level development control plan, which is due in the first quarter of 2027. The traffic plan is expected to be ready earlier, in February. “The traffic plan is very important because DBKL will audit it and ensure it is not merely on paper. We know there is congestion on the ground,” she said.
Yeoh nevertheless noted that the ongoing study does not mean all planning approvals within the Seputeh parliamentary constituency will be withheld. Applications complying with the Kuala Lumpur Local Plan 2040 (PTKL 2040) could be approved subject to conditions, while proposals departing from the plan will undergo engagement sessions. DBKL also engages an independent traffic consultant to verify reports submitted by developers, she added.
So far four planning approvals had been issued for the project namely the overall layout, a Madani hub comprising a hall, food court and bus station, 4,218 Residensi Madani homes priced below RM200,000 each, and a school complex covering preschool, primary, secondary and special education. Earthworks would be restricted to individual development plots in phases, with large-scale earthworks prohibited to ease any anticipated traffic congestion.
Kok had on Oct 13 called for registration and earthworks to be suspended pending the completion of planning studies, warning that the proposed 17,000-unit township would worsen congestion and strain amenities. Housing and Local Government minister Nga Kor Ming subsequently said the PR1MA-led project would be developed over 15 years, with RM250 million allocated for road upgrades, including a four-lane road and two bridges. On Monday, Yeoh said DBKL had also met Prasarana to explore better access to the area. Further discussions would involve the Digital Ministry on traffic-related smart city solutions and MRT Corp on a possible bus transit hub.
