KUALA LUMPUR (Oct 9): The government will make land available for affordable housing, including at least 2,500 Rumah MADANI units in Belfield, Kuala Lumpur, as part of measures outlined in Prime Minister and Finance Minister Datuk Seri Anwar Ibrahim's Fifth MADANI Budget Speech 2027.
Nearly 11 acres of government land in Belfield would be developed for Rumah MADANI homes, with 70 per cent of the units reserved for Bumiputera buyers. The government also intends for land endowed to Yayasan Pelaburan Bumiputra to be developed by Permodalan Nasional Bhd (PNB), taking into account the need for affordable housing and Bumiputera interests.
Separately, the government has approved RM1.26 billion for 2027 to strengthen the financial position of the Federal Land Development Authority (FELDA), including funding for road maintenance and housing for the next generation of settlers. Anwar said 109,000 settlers now hold land titles, while their average net monthly income has increased from RM2,272 in 2023 to RM3,800 this year. The delisting of FGV had strengthened FELDA's finances, he added.
To address rising operating costs for construction contractors, the government will reintroduce the variation of price clause to accommodate increases in diesel and bitumen costs. Projects worth up to RM5 million involving public-interest facilities with pre-approved plans from the Public Works Department may be tendered through the quotation method. The value of government procurement reserved for Bumiputera G1–G4 contractors will rise to RM7.5 billion, from RM4 billion this year.
For infrastructure maintenance and disaster recovery, RM1.2 billion is allocated for public hospital and clinic upkeep, while nearly RM320 million will go to repair slopes, drains and ditches in local authority areas. Home repair assistance for disaster victims will double to RM10,000. Six flood mitigation projects worth RM336 million have been completed, with 82 more under way and new schemes planned for Kuching, Sungai Golok in Kelantan and Sungai Kemaman in Terengganu in 2027.
On energy efficiency, the NUR MADANI programme offers rebates of up to RM200 for energy-efficient air conditioners and refrigerators. Tax incentives for green technology projects, including EV charging stations, are extended to Dec 31, 2030, with investment tax allowances of up to 100 per cent. Tenaga Nasional Bhd will invest RM15 billion to strengthen the national electricity grid, while UEM Lestra will invest RM1 billion in projects including an energy storage facility at Kuala Lumpur International Airport and a 1-gigawatt hybrid energy project in Johor.
