Ampang Jaya Local Plan 2035 challenge set for Nov 25 hearing at Shah Alam High Court
A judicial review by 12 residents against the Ampang Jaya Local Plan 2035 will be heard on Nov 25. The Shah Alam High Court granted leave for the challenge in April 2026, and the advocacy group Tolak RT2035 has raised concerns over land-use conversions and environmental risks.
PETALING JAYA (Oct 26): A judicial review application by 12 residents challenging the Ampang Jaya Local Plan 2035 is scheduled for a substantive hearing on Nov 25, according to advocacy group Tolak RT2035.
The Shah Alam High Court had granted leave for the residents to pursue the challenge to the Ampang Jaya Municipal Council Local Plan 2035 (RT MPAJ 2035), the group said in a statement on Friday (Oct 23), The Star reported. In a social media post dated April 19, 2026, Tolak RT2035 said the court had granted leave on April 17. The leave decision permits the challenge to proceed; it does not determine whether the plan is unlawful.
In its October statement, the group raised concerns over land-use conversions and provisions it said allow development in environmentally sensitive areas. It argued that these could increase soil erosion, landslide and flood risks.
The plan provides the framework for land-use zoning, development intensity and infrastructure planning in the municipality. The Selangor government gazetted it on Feb 6, 2025.
Residents had voiced concerns during the draft stage. In October 2022, Malaysiakini reported objections over proposed land-use changes, increased development density and potential effects on forests and flood risks. The previous local plan was gazetted in 2011 and amended in 2013 and 2016. Public inspection of the replacement draft took place from May to July 2022.
