Megawide awaits GSIS decision on P3.5bn Quezon City integrated terminal proposal

Megawide Construction Corp. is awaiting further action from the Government Service Insurance System (GSIS) on its unsolicited proposal to develop and operate an integrated transport terminal in Quezon City. Megawide Chairman, President and Chief Executive Officer Edgar B. Saavedra told reporters on the sidelines of an event last week that the company is still waiting for the next move from GSIS.

Megawide, through Megawide Terminals Inc., submitted the P3.5-billion unsolicited proposal for the Quezon City Integrated Terminal Exchange. The proposed project is structured under a hybrid build-operate-transfer and build-transfer-lease contractual arrangement.

The Public-Private Partnership (PPP) Center lists the project as under negotiation after endorsing the proposal to GSIS, the project's implementing agency. The PPP Center said the proposal had been deemed complete and that GSIS was proceeding with its detailed evaluation. GSIS has also started negotiations with Megawide over the proposal, according to the PPP Center.

“GSIS provided the Notice to Commence Negotiations through a letter on Sept. 18, 2026 and proposes a meeting on Sept. 23, 2026 which shall be considered the Commencement Date for the negotiation,” the PPP Center said.

The proposed project covers the development of a multimodal transport terminal integrated with an office development for government agencies. It would be developed on a three-hectare property owned by GSIS. The proposed terminal is expected to accommodate about 58,000 passengers traveling to and from Quezon City, Rizal, Bulacan, and other parts of Metro Manila, according to project information from the PPP Center.

Megawide, through MWM Terminals Inc., also operates the Parañaque Integrated Terminal Exchange under a 35-year build-transfer-operate contract. The company is also developing integrated transport projects in Baguio City and Cavite, including the Baguio City Integrated Terminal and the Cavite Bus Rapid Transit project.
