Anflocor-PHINMA cement project to complement Panabo industrial estate operations

ANFLO Management and Investment Corp. (Anflocor) is developing a cement manufacturing facility and dedicated bulk cargo infrastructure in Panabo City, Davao del Norte, through its previously announced joint venture with PHINMA Corp.'s cement subsidiary, Philcement Corp.

The project is located near the Davao International Container Terminal and the 63-hectare Anflo Industrial Estate (AIE), which is developed by Anflocor's property arm, Damosa Land, Inc. The facilities are intended to complement the area's existing logistics, warehousing, and manufacturing operations, according to Damosa Land.

"Strengthening the country's trade competitiveness requires continued investment in industrial and logistics infrastructure across the regions," Damosa Land President Ricardo Floirendo Lagdameo said in a statement on Wednesday. "Mindanao has the resources, talent, and infrastructure to play a greater role in Philippine trade, and developments in Panabo City demonstrate how regional industrial hubs can support business expansion while contributing to more balanced economic growth," he added.

The cement project was announced in 2024 as part of a joint venture between PHINMA and Anflocor, with an estimated investment of P2 billion and a planned annual production capacity of two million metric tons. The facility was previously targeted to begin operations in 2026. The latest statement did not provide an updated construction timetable or opening date.

The development comes amid trade activity in the Davao Region. Data from the Philippine Statistics Authority (PSA) showed that the region's total external trade reached $1.98 billion in the fourth quarter of 2025, including $1.01 billion in export earnings. Mindanao's economy grew by 4.69% in 2025, exceeding the national economic growth rate of 4.4%, according to PSA data. The Davao Region recorded a gross regional domestic product of P1.14 trillion.

In September, Damosa Land said AIE had 24 locators, with 70% of the companies engaged in export-oriented manufacturing. Among its locators are coconut-based food exporter Novococonut, Inc. and cold chain operator GMAC Logitech Refrigeration Corp., which operates a facility with 12,000 pallet positions. The Philippine Economic Zone Authority (PEZA)-registered industrial estate also inaugurated a 10-megavolt-ampere Davao Light substation to serve the electricity requirements of its locators. Damosa Land has also partnered with Manila Water Philippine Ventures, Inc. to develop a water treatment facility with a capacity of 1,300 cubic meters of treated water per day.

Mr. Lagdameo said industrial developments outside traditional economic centers could support business expansion and attract investments. "Through AIE, we want to demonstrate how strategically planned industrial developments can attract investments, support local industries, and contribute to Mindanao's long-term economic progress," he said.
