The PPP Center of the Philippines has signed a memorandum of agreement (MoA) with the Lapu-Lapu City government to help the city develop more infrastructure and public service projects through public-private partnerships (PPPs). The agreement, signed on 24 September, formalises the PPP Center's assistance in identifying and screening priority projects for implementation under the PPP modality.

Under the deal, the PPP Center will provide advisory and monitoring services, technical assistance and capacity-building activities. It will also facilitate support from the Project Development and Monitoring Facility, its revolving fund for project development, procurement and implementation. As part of the agreement, the city government will create a dedicated PPP unit responsible for implementing the MoA's provisions and overseeing the development, approval and procurement of the city's PPP projects.

“I look forward to our continued commitment to being a reliable partner to our local governments as they pursue innovative and sustainable approaches to public infrastructure and service delivery,” said PPP Center Assistant Secretary and Deputy Executive Director Jeffrey I. Manalo. “We’re very excited to do more projects, not simply developing projects, but developing projects that matter. Projects that would contribute to a better quality of life for the people we all serve,” he added.

Lapu-Lapu City Mayor Ma. Cynthia K. Chan said the private sector can bring expertise, innovation and resources, but must be guided by a clear public purpose. “The projects we pursue must ultimately serve the needs of our communities and contribute to the long-term development of our city,” she said. “We value the expertise and guidance that your institution brings, and we look forward to working closely with your team as we identify projects that can contribute to our city’s growth.”

As of 6 October, the country's PPP pipeline comprised 268 projects worth P3.2 trillion, the PPP Center reported. Of the total, 181 projects are for implementation by the national government, while 87 projects worth P144.26 billion are under local government units.
