The Department of Economy, Planning, and Development (DEPDev) has launched the Provincial Development Planning (ProvDP) Framework to help provinces align development plans, public investments, budgets and implementation toward measurable results, it said on Tuesday.
Economy Secretary Arsenio M. Balisacan said the links among development priorities, programs and projects, budgets, implementation and monitoring are not always clear. "Provinces face the challenge of translating national and regional priorities into a coherent provincial agenda while ensuring that their Provincial Development Plan, Provincial Physical Framework Plan, and investment programs are aligned and mutually reinforcing," he said.
The ProvDP sets medium-term socioeconomic priorities, building on the previous Provincial Development and Physical Framework Plan. It covers a six-year period and translates a province's long-term vision into measurable development outcomes and strategies. "The objective is for planning and budgeting instruments to operate as a single, coherent process," Mr. Balisacan said.
Under the framework's results-based approach, provinces will set measurable development outcomes, indicators and targets to track progress. It will enable provinces to track whether programs are delivering intended results, identify implementation bottlenecks, and adjust strategies when needed. "This allows provincial plans to better reflect local conditions and priorities while remaining aligned with broader national and regional development objectives," DEPDev said.
The framework also links provincial development plans to the Provincial Development Investment Program, which translates priorities into a multiyear investment program. Its annual component forms the basis for the province's annual budget.
With support from the Asian Development Bank, the framework builds on the 2007 Provincial and Local Planning and Expenditure Management Guidelines. Its development was informed by an assessment covering about 90 per cent of provinces, which identified constraints faced by provincial planning offices, including limited manpower, data gaps, difficulties in updating plans, and weak links between provincial goals, projects and implementation.
